British overseas citizen

The question is regarding my mum. Currently, she is a British overseas citizen. She was British National until 60s and then moved overseas. After moving unfortunately she never renewed her passport. In 1996 she applied it again but got a British Overseas Citizen passport. She spends fair bit of time here when she comes over. Now she wants to live permanently here and looking to change her status. Is there any way forward?

problems with work

Hello, I have been subject to a campaign of bullying at work for nearly three years and all of my complaints to management have been ignored, we have a new MD at work who related my most recent complaint to HR who have now investigated and upheld my complaints.
I have been off sick with anxiety and depression because of this but have been forced to return to work 2 days ago due to my financial circumstances.
HR had agreed with my union that they would pay my basic salary for Nov and December but this failed to happen.
I had been offered mediation with one of the bullies last September, I agreed to this but it has not happened. The worst bully has gone on sick leave with stress and the company tells me that their dealings with him are confidential; another culprit has been disciplined but is being investigated again due to some of the witness accounts. Meanwhile, I am expected to perform normally at work with no closure to any of the events.
Also, before the investigation I had been promised a managerial position within the company, HR say that none of the issues will affect my career but they refused to discuss opportunities with me until I returned to work.
The whole thing feels very wrong and whilst HR is taking it seriously now I feel in limbo and am struggling with situation greatly. My union has advised me not to claim constructive dismissal as they feel HR is dealing with the situation. I feel that the damage to my confidence and well being has compromised my career. I’m unsure if I can make a claim, or what claim to make. Can you please advice?
